I was trying to manually publish the whole project and I got the message




The project has not been released for publication. The job could not be entered in the list of the asynchronous processes.


The cause of this issue was the project has been partially locked by a author for publishing..

Server Manager --> Administer Projects --> Select your Projects -> Edit Project Lock
